长沙一中2012届高三英语第一次月考试卷

A charter school is created by groups of parents, teachers and community members. It is similar in some ways to a traditional public school. It receives tax money to operate a number of students. The charter school must prove to local or state governments that its students are learning. These governments provide the school with the agreement, or charter that permits it to operate.

Unlike a traditional public school, however, the charter school does not have to obey most laws governing public schools. Local, state or federal governments cannot tell it what to teach.

Each school can choose its own goals and decide the ways it wants to reach those goals. Class sizes are usually smaller than in many traditional public schools. Many students and parents say teachers in charter schools can be more creative.

However, state education agencies, local education-governing committees and unions often oppose charter schools. They say these schools may receive money badly needed by traditional public schools. Experts say some charter schools are doing well while others are struggling.

Congress provided 200 million dollars for establishing charter schools in the 2006 federal budget. But, often the schools say they lack enough money for programs. Many also lack needed space, District officials say they have provided 14 former school buildings for charter education. Yet charter school supporters say officials should try harder to find more space.

Directions: Read the following passage.  Answer the questions according to the information given in the passage.

Although many Chinese students say that their knowledge of English grammar is good, most would admit that their spoken English is poor. Whenever I speak to Chinese students they always say, "My spoken English is poor," However, their spoken English does not have to remain "poor". 1 would like to suggest that there may be some reasons for their problems with spoken English.

First, they fail to find suitable words to express themselves due to a limited vocabulary. Obviously the better answer is to expand their vocabulary. However, you can speak with a limited vocabulary, if your attitude is-positive. Others will follow you as long as you use the words that you know.

Second, they are afraid of making mistakes. Sometimes they make mistakes when they are speaking because they are shy and nervous. Yet students should remember that their goal should be FLUENCY NOT ACCURACY. Your aim in writing is to be accurate following the rules for grammar and using the right words and spelling them correctly. However, in speaking, your aim is fluency. You want to get your message across, to talk to someone in English as quickly and well as you can even though sometimes you may use a wrong word or tense. But it doesn't matter because the person you are speaking to will understand you and make allowances for any mistakes he hears.

The third reason is that not enough attention is paid to listening. You have one mouth but two ears! All that hearing is necessary for you to start speaking.

Fourth, most Chinese students are reactive rather than proactive language learners. Instead of actively seeking out opportunities to improve their spoken English they passively wait for speaking opportunities to come to them and wonder why their English always remains poor. If you have this proactive outlook, then; you will see English opportunities wherever you go.

If you do not use your English beyond the classroom you will forget that English you know. Remember: USE IT OR LOSE IT! You can learn how to speak English better by speaking English more.

Your problem is not unusual among the senior 3 students and I'll give you some suggestions based on my own experiences and many others'.

First of all, make the most of every class. Not only do your teachers possess all the knowledge for the college entrance exam, but they are experienced in making the knowledge yours and in coping with exams.

Second, find out your problems and go all out to solve them. Exercises are not merely a mean of consolidating what you have learnt but "also a means of finding what you are weak in. If you have a problem, make everything, such as books, teachers or the Internet, a source to tackle it. Last, enough sleep and proper exercise play a key role in achieving high efficiency in our studies, so don't stay up too late and make daily exercise a habit.

After all, efficiency (效率) means everything in the third year. Wish you a bright future.
